Is used when one wishes to express the feeling that there is no point in moping around anymore and that it is time to move on,but it still conveys the message that recipient's pain is understood.
Person A: "Why you looking so depressed dude?"

Person A: "Bummer times man. Guess it just wasn't meant to be."
Thanks ibman67 for this spot-on definition. Personally, though, I would have gone with the infamous Degrassi quote for my example:
JT: I lost my girl. I lost my best friend. I lost my job, and my...my family. And, now I'm probably going to jail.
Jay: Bummer times, at least there's a party.
